As indicated by Schumpete in 1934, entrepreneurship refers to a series of behaviors required for economic resource management and redistribution; the purpose of entrepreneurship is to create economic value. Most studies on entrepreneurship education have focused on entrepreneurial spirit, knowledge, and skills. In 1985, Gartner proposed four dimensions of entrepreneurship: individuals, environments, organizations, and new venture processes which derived that the basic concepts crucial for entrepreneurship education and research; if entrepreneurial phenomena can be clarified from a theoretical perspective, then an excellent entrepreneurship education model can be established and various entrepreneurial talents can be cultivated (e.g., the socioecological systems framework developed by Ostrom) for the complete research of entrepreneurship education in accordance with a modified Delphi method. The research found that entrepreneurship education was related to society, the economy, policies, and ecological systems. And realized the entrepreneurship is a nonlinear and dynamic process which could not define the boundary and theory. It could not cover the overall scope of entrepreneurship behavior and process if the analyze of research are base on retrospection or cross sectional study which are conducted just on a specific period. Therefore, the study consider entrepreneurship education is a dynamic process and the education effectiveness could be inspected in the evaluation process through the stage from input, process, output and outcome. Finally, we hoped that the results of this study could serve as below: (1). For national policy, encourage the traditional university which comply with the criteria transform to the entrepreneurial university in term of the resources of public research capital provided by government for supporting the industrialization of academic knowledge and facilitate the entrepreneurship education. (2). For university policy, focus on the cultivation for manpower of industrialization which base on innovation and entrepreneurship and encourage students have the entrepreneurship spirit and learning interdisciplinary. (3). For corporate policy, cooperate with university base on the industrial field and facilitate the development of entrepreneurship education by internship, sponsoring and the alumnus relationship connection. (4). Establish the platform of entrepreneurship education for connection of resources, supporting organizations, administration system and entrepreneurs, these 4 system affects each other and connected with the society, economics, policy and appropriate dynamic system.
