It is intriguing to understand the impacts and effects of this trend. In view of the policy-related stakeholders’ relevance and their direct and indirect influential power, this research explores the outcome of a local festival in Taoyuan, the 2015 Daxi Dried Tofu Festival, using perspectives of stakeholders with varying stands and views. This research also provides suggestions for future tourism policy development. The methodology of this research includes questionnaire, literature review and depth interview. It begins with reviewing literature on policy evaluation and then by exploring various evaluation theories, selects evaluation paths and indicators appropriate for this research subject. This research then proceeds to adopt the viewpoints of stakeholders to perform policy evaluation. This research finds that most of the stakeholders evaluate the 2015 Daxi Dried Tofu Festival in a rather positive and supportive way. However, due to their respective interests and expertise, they note some deficiencies of this festival and provide some opinions. With reference to evaluation results, this research gives the following five policy suggestions: (1) establishment of a talent pool and a communication platform; (2) expansion of participation and involvement; (3) improvement of foreign language environment to increase international friendliness; (4) use of ICT network to facilitate tourist guidance and interaction; (5) design of tourism packages.
