Facing not only the rising cost of production and labor which forces the relocation of industry but also the the increasing production capacity of other countries which leads to oversupply, the Taiwan manufacturing industry, stemmed from original equipment manufacturing, must try to conduct self-evaluation, upgrade the level of its techniques and the efficiency, and enhance the international competitiveness in various aspects. The current study collected the research data of Industrial Technology Research Institute (ITRI) in 2013 and 2014 and then selected four input items and one output item as evaluation indexes to evaluate twelve leading manufacturing industries of three counties in central Taiwan. The utilized method is Data Envelopment Analysis (DEA), which includes CCR, BCC, A&P, Cross and D&G efficiency models and the VIKOR (VlseKriterijumska Optimizacija I Kompromisno Resenje) method. Under the objective evaluation, there is a certain degree of correlation between the DEA efficiency models and VIKOR research methods. Under all the efficiency assessment models, those who had higher performance were "footwear manufacturing" and "pulp, paper and paper products manufacturing", while those with poorer performed were "metal cutting tool machine manufacturing." DEA analysis results showed that there exists only two sorts of returns, the fixed and the incremental, which displays that the development of the industry is still in the growing stage, so it is worth to increase the investment and thus the development. As for DEA comparison of the efficiency of the model, except for D & G model, the rest of the results are fariely consistent. In temrs of ones ineffective in pure technical efficiency, there were four categories, "metal-cutting tool machine manufacturing", "metal-product manufacturing", "man-made fiber woven fabric" and "plastic products manufacturing.” Regarding the ones ineffective in scale efficiency, there were three categories, “Furniture manufacturing industry", "wood and bamboo products manufacturing industry", and "western medicine manufacturing industry.” Concerning the one affected by pure technical efficiency and scale efficiency ineffectiveness is "tire and industrial rubber manufacturing industry." There is a certain degree of discrepancy between the efficiency analysis of "all input and output target non-screening criteria" and the efficiency analysis of DEA models’ "screening criteria." In the condition test of VIKOR sorting method, besides confirming that the 12 industries are comparative previlege industry, we also find that there is a comparatively superior model in the industrial sequencing, which conforms to the research hypothesis. The current study’s result of comprehensive analysis and comparison shows that the 12 dominant industries’ development in the future, in addition to improving the ineffectiveness of their technology, the ineffectiveness of production, can adopt model learning of model industries when planing development strategies, and combine it with the relative design and innovative policies stipulated by the government, so that they would have the opportunity to upgrade their technology and scale in various aspects, and consequently enhance the international competitiveness of manufacturing industry in Taiwan.
