It is expected to boost the use of online learning by means of various policies and programs to enhance the advancement of civil servants with regard to knowledge and work, and to provide them more learning opportunities. Therefore, how to achieve the expected goal of training and thus analyze the related influence has become an important issue. Subjects of this study were chosen from the staff of household registration office of Kaohsiung city government. It is aimed to study the relationship between self-directed learning ability and the intention of use as well as the learning satisfaction of e-learning. 376 questionnaires were sent out and 354 valid questionnaires were collected, reaching a recovery rate of 94.15%. The questionnaire was prepared according to domestic and foreign related studies. It includes personal background variables, self-directed learning ability, and the intention as well as satisfaction of the use of e-learning. The results of the questionnaires were analyzed through SPSS in order to verify the hypothesis. Ultimately, the conclusions were carried out and several suggestions were proposed. The conclusions of the study are as the following: 1.Self-directed learning ability of the household registration staff will significantly affect the intention of use and the learning satisfaction of e-learning. 2.The intention of use and the learning satisfaction of e-learning are positively related to the personal backgrounds of the household registration staff. 3.The intention of use of e-learning of the household registration staff will significantly affect their learning satisfaction. The study concludes that the government should encourage not only the managers but also all level of staff from each department to participate in e-learning in order to provide them an opportunity to experience the benefit of e-learning
