Singapore, although small in total size, is actually the world's third largest financial center, after the London (UK) and New York (USA). The population in Hong Kong (China) and Singapore is less than in Taiwan and also, these places are smaller than Taiwan. Why can they achieve such a success? The emphasis is on Integrity. Singapore was ranked 7th (84 points), Hong Kong (China) 15th (77 points), and Taiwan ranked 31th (61 points). The score of South Korea ranked only 52th (53 points) place on this list which evaluated 176 countries and regions in the world in the 2016. This Corruption Perception Index 2017 released by the Transparency International on January 2017. Obviously, Integrity and overall competitiveness is proportional to. Hong Kong (China) and Singapore are renowned for their reputation as a Integrity Government. The two cities were ranked with the outstanding score several times in the Corruption Perception Index rating. Their anti-corruption experience attracted global attention, even their anti-corruption model is being referenced by several anti-corruption agencies around the world. Learning from Hong Kong (China) and Singapore’s experience, the Agency against Corruption (AAC) has been established by Ministry of Justice since July 20th, 2011. However, Taiwan still belongs to the moderately clean, and it has not been significantly improved in recent years. Hence, this thesis first explores the issue of corruption. The introduction of the integrity system of Taiwan, the discussion about the organizational structure, and the authority and relationship between the Investigation Bureau of Ministry of Justice and Agency against Corruption (AAC) Ministry of Justice. Last, this thesis selected two highly integrity Asian governments, Hong Kong (China) and Singapore. By the comparative research method, this thesis will observe whether the integrity system of Taiwan to be improved by cross review, and with the system of Hong Kong Independent Commission against Corruption (ICAC) and Singapore Corruption Practices Investigation Bureau (CPIB). The advantages of the chosen countries were indicated and recommendations were made to conducive the Integrity System of Taiwan.
