In 2015, the number of international migrants worldwide has reached 244 million, as a share of the world population at around 3.3%. Since 2001, because of the blossom of Taiwan’s economy and the stabilization of cross-straits relations, the phenomenon of migration returning to their home starts to occur. The Ministry of Labor opens up the introduction of complementary labor (generally known as foreign workers) from countries such as Thailand, Indonesia and Vietnam, according to the Employment Services Act. The management of a large number of foreign populations and the detention accommodation operations of illegal visiting or residency, involves the government's immigration policy and detention management as relevant complementary measures. The repatriation of illegal immigrants from the country can be divided into inspection, detention and deportation, based on the process of operation. This study is conducted from all aspects of the inadequacy of detention operations, using relevant theories and literature as reference, to develop methods to improve and strengthen the risk management of detention operations; Assisted with operational risk management practices to summarize and analyze the risk factors of immigration detention, to take appropriate countermeasures, and review the corresponding strategy and practical applications to reduce the risk, and improve the security effectiveness of detention management. In this study, the risk assessment is conducted by the operational risk. In the details of detention operations methods, from the operational process through expert evaluation, the operation risk analysis and the preliminary risk analysis effectively present 25 important risk factors; In accordance with the severity and probability, insufficient security, failure to implement security inspection, lack of risk awareness are categorized as extreme risk; a total of 16 factors are high risk and 6 are medium risk. The government’s detention operations is high risk, grade H-5. According to the risk factor characteristics to take the corresponding specific improvement measures, is expected to reduce the risk of detention operations for low risk, grade L-17. In this study, the direct indicator of risk (DIR) of illegal aliens detention risk control is as high as 93%, which provides evaluation effectiveness. Based on the result of the risk assessment above, this study proposes some corresponding suggestions from the prospects of hardware constructions, software facilities, human resources and detention operations, for the government’s immigration offices as a risk assessment reference. In the future when the risk assessment practice becomes mature, the use of the practice can be extended to other government departments or private enterprises as a reference to reduce the risk.
