Taiwan’s government promotes and enhances the health data base actively. It has advantages of promoting the health care and diseases prevention to people in the future. However, the use of health data value-added could involve in the privacy infringement issues. This research, from the risk society theory and risk governance points of view, aims at the risk of social system as the result of information technology. According to Ulrich Beck, late modernity has institutionalized risks in itself. The incalculability of the consequences and risks increase with the growing of capacity technology. Therefore, state risk governance models and capabilities are under severe challenges. In particular, traditional technocrats tend to rely on the decision-making of professional advisory committees and their authoritative risk assessments and communication models. Since they lacked the governance capability to deal with more complicated transboundary technological risks, the policies they made are considered unreliable and changeable. Moreover, while facing the complicated, diversified, distributed and involve technological safety of health, social and ethical risk disputes, high social acceptance and social trust are even more significant. Governance and assessment models should be more diversified and multi-layer reviews. Meanwhile, social perception and the opinions from various perspectives should also be taken into consideration in the process of democratic policy-making. This paper aims to analyze and discuss the international development trend of a new risk governance paradigm, and to critically reflect the long-term hidden and delayed risk structure and policy-making culture of Taiwanese society, then deliberate the future direction of Taiwan's risk governance.
