The major missions of a university is teaching and research, and for those purposes, books and information required are rely on the library of the university, hence, library control the needs of teaching and mission of research and Library Collections Development Policy is to provide the service of collection of library of a university and working together with the programs of the school, research of teachers and the needs of students in reading. In this research, policy Evaluation theory is applied to the execution of collection policy execution of the library, and case analysis method and in-depth interview are employed as tool of research. The purpose to examine whether the policy accomplished the target effect as was set in establishment of policy and in execution of the policy, in the process of execution, before, during and after the execution of the policy. The final purpose is to avoid resource waste in ill established policy or ineffective policy, and timely identify the error to correct.
The purposes of this research are: (1) Study the content and current situation of Collection Development Policy of University Library; (2) Study the execution process and affecting factors of Collection Development Policy of University Library; (3) Evaluation indices of Collection Development Policy of University Library; and base on them to apply on policy evaluation to come up with suggestion of Collection Development Policy of University Library.
Concluding the results of research and analysis, we have come to following suggestion, in the hope of providing university library and future researchers for reference.
1. Decision making and Management Aspect
1) University shall set up Collection Development Policy task force, 2) Collection resources shall account for certain percentage of annual budget of a university, 3) Incorporating Collection Development policy to be one of the library appraisal items, 4) Establishing digital resources collection development policy, 5) Establishing characteristic collection to echo the unique features of university in academy and in culture, 6)Regularly conducting collection evaluation and policy revision and 7) Library Association shall establish Collection Development Policy editions for reference.
2. Administration and Execution Aspect
1) Increase the basic skill of staff and continue the on-the-job training; 2) Staff members shall be member of policy establishing team; 3) Intensify cooperation relationship between libraries and resource sharing; 4) Resources of collection must be maintained timely and properly; 5) It is necessary to document the Collection Development Policy.
