Until now, Taiwan has the opportunity to transcend from manufacturing and service industry into cultural and creative industry because of the numerous industrial heritages left in the past. The benefits of the foundation of creative quarter are not only to make our idle cultural assets transform, but also can stimulate the growth in cultural and creative industry, and spur our cultural tourism then increase the flow in people and money. They can complement each other and have a win-win strategy. In the period of Japanese occupation in Taiwan, oil, sugar and salt are the important strategic materials for their south invasion plan and generally war preparing. At that time, Japanese government started to build lots of sugar refinery and especially in the south of Taiwan, until now, there are still many industrial heritages over there. The industrial heritages of Sugar Refinery in Kio-A-Thau and Zuoying district in Kaohsiung are very comprehensive including the hardware like industrial equipment and the software like literature history. The sugar refinery and oil refinery have the inerasably historical position due to both of them were just like the golden chicken for our government and state-owned enterprise. After both of them had already finish their missions, the heritages and lands they left should be transformed into a Creative Quarter. This is not only fit with the demand from the law of preservation of cultural assets, but most importantly, it can promote the image of corporation, start up the creative economics, and show up the power of state-owned enterprise. The concept of the term of Creative Quarter has double meanings, one is invisible place and another is actual buildings. The theory of 5Ps in Creative Quarter are not just focus on to mix the concept of invisible place and actual buildings but try to expand into the concept of humanities and cities, and even to caring about the concept of artistic atmosphere that are difficult to quantify. In this research, we will focus on Policy, Person, Process, Place, and Product these five dimensions. We will use these five dimensions to support us to investigate the direction of transforming into Creative Quarter through the idly assets of industrial heritages of Sugar Refinery in Kio-A-Thau and Zuoying district in Kaohsiung. In Kio-A-Thau Sugar Refinery, there are more than 650 thousand of tourists visit this place in 2016. But their income and expenditure are still not balanced. As for the Kaohsiung Oil Refinery, they are still at the beginning, and the direction of policy are unclear. Both of them are constrained by the system of the state-owned enterprise, at the same time, wandering at the intersection, struggling in the decision of saving or developing it Though Creative Quarter is a beautiful noun and a homeland which many people look forward to.
