It’s crucial for surviving that how the small sized enterprises (SMEs) in Taiwan to response to the challenges of the fourth industrial revolution. For this major issue, the Executive Yuan has been promoting the Science and Technology Development Strategy to tackle the issue of the Taiwan Productivity 4.0 Initiative, which sets out a series of concrete measures. Among the various policy options, "cultivating practical talents" is the most important factor. There were many researches on industry-university cooperation. However, "industry-university cooperation talent cultivation" was mostly discussed from an academic point of view. Only a small number of studies investigated the topic from the view point of industry. Therefore, this study will focus on the problems faced by SMEs in the training of personnel. This study uses a qualitative research approach and a six-sigma approach as the research framework. In this study, we selected seven companies in Dali Industrial Park in Taichung. It uses the questionnaire to construct the performance evaluation matrix model of the industry-university cooperation talent cultivation. Thus, it could figure out the performance of the projects, and the improvement of approach. This study proposes four recommendations: 1. For Industry: manufacturing business model needs to be changed. Base on people-oriented, the companies need to reform the organization, to improve the workplace environment and increase incentives in order to attract young students to enter the industry. From the macro point of view, the company could attract talented people in advance, through the implementation of industry-university cooperation in personnel training and friendly training program. 2. For Government: the government needs to relax the limit. From the viewpoint of industry, to give more operational flexibility to the companies with industry-university cooperation program will be helpful. 3. For Academic: The academic community should visit the manufacturers and build up the relationship actively, so that the message can be effectively communicated to the industry and the actual needs of the manufacturers are understood. Thus, the students are trained to meet the needs of the workplace. 4. For Students: In order to face global competition, it is helpful for young students to experience the workplace early. These experiences will help students to adjust the mentality needed to face the workplace. It is hoped that the recommendations of this study will help enterprises and schools to promote talent cultivation and enhance the competitiveness of SMEs in Taiwan.
