In this study the Case of Typhoon Morakot's Victims, by exploring social capital and the impact of the restoration after consideration, we hope can raise the efficiency of recovery. This study uses survey data of National Science and Technology Center for Disaster Reduction (NCDR)proceed the Social Impacts and Recovery Survey of Typhoon Morakot. This study uses the first term survey data of Social Impacts and Recovery Survey of Typhoon Morakot. The analysis methods to use the Tobit regression model, truncated regression model and fixed-effect regression mode. Each regression model outcome compared to fixed-effect regression model outcome. The empirical results found that relatives, friends, government and non-governmental organization provides many sides to help victims, but can’t significant achieve the full and accelerated recovery.
