| Summary: | 碩士 === 國立成功大學 === 政治經濟研究所 === 105 === This thesis research the performance and change in investment promotion of Tainan city after the counties merger in 2010. This study applies the methodologies of the content analyze and in-depth interviews with economic development bureau (EDB) and industrial development and investment promotion committee (IDIPC) of Tainan.
It was found that the performance of investment promotion in Tainan city is outstanding but there is still the way for improvement. For example, Tainan city has always won the third place in investment competition hold by M.O.E.A, R.O.C. after the counties merge. But there are some worth issues behind the performance: 1. In addition to the geographical integration, there are other problems of affair adjustment. For example, old Tainan City, specializes in tertiary industry and with barely experience of managing secondary industrial sectors and primary industrial sectors, which is opposed to old Tainan County. It causing frequent meetings and discussions when two sides of employees working together after the counties merge 2. The orientation of IDIPC and the communication between IDIPC and council and administration should be improved. 3. The trade-offs between investment and environmental value need to be considered. 4. The local government require the support from central government as helpful backup in investment promotion, such as preferential duty or social and cultural activity and establishment for New Southbound Policy.
