碩士 === 國立暨南國際大學 === 非營利組織經營管理碩士學位學程在職專班 === 105 === The purpose of this study is to understand the operational processes of social workers’ participation of the primary protection network for children and youth in community (aka. PNCYC). It explores community children and youth protection’s concepts and topics via analysis of relative-articles and qualitative interviews. The study also gathers the current achievements and difficulties of community children and youth protection works in order to lend future workers some references and provide specific advices according to the research findings and conclusions, hoping to raise the public attention to the construction and operation of the PNCYC as well as to give advices for policy making. The study findings suggest that, for policy making:Expand the PNCYC as a national practice.Establish the building system for PNCYC in accordance to the law.Obtain the support of relating policies and officials.Make databases for human resources supporters, actively acquiring human resources. For the practical works:Communities should more actively advocate the concept of PNCYC.Build effective operation modes and strategies to make PNCYC more common.Connect cross organization and cross professional service network.More effective resource integration and abandoning parochialism. For the workers:Master the operation focuses of PNCYC.Carry out the “prevention better than treatment” target of PNCYC properly. For future academic studies:Conduct more studies about the personnel of other service networks and the exploration of the user experiences of PNCYC.
