According to the provisions of Article 135 of the Land Law contain in Civil Law of Taiwan, municipalities or counties of our country municipalities or municipalities in accordance with the following circumstances, approved by the higher govern authorities in the area under the jurisdiction of the area, delineated areas, the implementation of land rezoning, rezoning of these applicable land include “the implementation of the urban planners”, “ the land area is extremely small and not suitable for building”, “ land allocation is not suitable for agricultural & farm”, ” not conducive to the drainage of irrigation in farm to harvest”, “the scattered land exchange to merger to a farm”, “the use farm machine”, “set up collective farms”. In the current regional real estate market, due to the scarcity of land resources and the fixed location, the construction of land is limited. It is very common for local businessmen to find valuable land. In particular, the construction of urban areas is hard to find. Some builders gradually abandon the metropolis land purchases, and gradually turn to the pursue of land in the region of after Relocate Zone. The redistribution of urban land can be divided into two models: public-owned and self-owned. The purpose of redistributing urban land space is base to encouraging landowners to promote by themselves. This study is also under the background of Student’s profession in construction businessman. Stand on view of contractors and from the perspective of the developer to the impact of the conclusion of the handling of legal disputes in the redrafting of land by the landowner on the entity development process. This study takes one event at center region of Taiwan as a case of urban rezoning as an example. The research method uses this case study to analyze this case's historical in several stages of legal judgment. To digging out the landowners during the redistribution of urban land disputes in legal process, including the legitimacy of convening a general meeting and the right of landowners to participate in decision-making. Also consider the vote procedure legitimate and the resolution effectiveness. As well as substantive compensation disputes practically. And so forth, a summary of the Court for the urban rezoning of the General Landlord Meeting for the application to use of the law of the Board of Directors in Company Law Regulation, Land Law and the Act of the Average Land Rights Regulations and the Urban Land Rezoning Operation Practice. Also to those promulgated policies by county governments administration to reward land owners for urban planning infrastructure to give a practical aspects of the operation and interpretation, and give analysis and recommendations.
