The subjects to be researched were employees from business organizations. The research-developed “Questionnaire of Environmental Uncertainty”, “Questionnaire of Training Quality System” and “Questionnaire of Organizational Performance” were employed as the research tools. 442 organizations selected from the Taiwan TrainQuali System (TTQS), a standardized evaluation system of human resource training with five qualification levels: gold, silver, bronze, passing the threshold (qualified), and not passing the threshold (unqualified). A total of 840 questionnaires were distributed, and 390 valid questionnaires were returned, an effective response rate of 46.429%. The acquired data was analyzed by using SPSS and AMOS with statistical methods of mean, standard deviation, independent-sample t test, one-way analysis of variance (ANOVA), Pearson correlation analysis, multiple stepwise regression analysis and structural equation modeling (SEM), etc. According to the analytical results, the following conclusions were determined: 1.The perceptions of business organization employees towards environmental uncertainty, the training quality system, and organizational performance were positive. 2.The perceptions of business organization employees toward environmental uncertainty were affected by employees from the manufacturing industry, companies with a capital size of more than NT$100 million, and enterprises passing the TTQS evaluation exhibited relatively higher perceptions of environmental uncertainty than did other employees. 3.The perceptions of business organization employees toward the training quality system were affected by employees with a college diploma; located in Taichung, Changhua, or Nantou; and from companies with a capital size of more than NT$100 million, more than 250 employees, and that passed the TTQS evaluation exhibited relatively higher perceptions of the training quality system than did other employees. 4.The perceptions of business organization employees toward organizational performance were affected by employees from companies with a capital size greater than NT$100 million, and that passed the TTQS evaluation exhibited relatively higher perceptions of organizational performance than did other employees. 5.A low and medium positive correlation was observed among environmental uncertainty, the training quality system, and organizational performance. 6.Environmental uncertainty and the training quality system had a predictive power on organizational performance. 7.The structural equation modeling of environmental uncertainty, the training quality system, and organizational performance exhibited adequate goodness-of-fit and a positive structural relationship. From these conclusions, suggestions were made for administration departments of business organizations, business organization managers, and follow-up studies.
