This study adopts methods of document analysis and questionnaire survey based on the results of literature analysis. Randomly selected sample from the vocational high school teachers among 11 technical senior high school in Taiwan for 2016 academic year were invited for the questionnaire survey. A total of 393 questionnaires were distributed, and 384 valid questionnaires were retrieved with the recovery rate at 97.70%. After collecting questionnaires and compiling data, we used SPSS for frequency distribution, percentage, mean, standard deviation, t - test, one-way ANOVA, Pearson product-moment correlation. The major findings of this study were as follows: 1. Teachers who work over 25 years and 16 to 24 years are significantly better than 8-15 years on "awareness of the overall s kills", "school education objectives" and "school curriculum planning". 2. The vocational high school chief teachers on the cognition and attitudes awareness at skill domain of 12-year Basic Education curriculum guidelines for teachers in technical senior high school is significantly higher than class teacher. 3. The bachelors' degree teachers on the cognition and attitudes awareness at "Skills for the Whole Skills", "School Education Objectives", "School Curriculum Planning", "Student's Practical Ability", "Teacher's Role" and "Encouragement" are significantly higher than Masters' degree teachers. 4. Private vocational high school teachers on the cognition and attitudes awareness at skill domain of 12-year Basic Education curriculum guidelines for teachers in technical senior high school was significantly higher than the public teachers. 5. The school size 31-45 classes of vocational high school teachers on the cognition and attitudes awareness at skill domain of 12-year Basic Education curriculum guidelines for teachers was significantly higher than 61 and 46-60 classes. 6. The Nantou and Yunlin vocational high school teachers on the cognition and attitudes awareness at skill domain of 12-year Basic Education curriculum guidelines for teachers are significantly higher than Changhua teachers. 7. The perception of the "organizational effectiveness" level of the vocational high school artistic group teachers is significantly higher than that the design group. 8. The cognition and attitudes under skill domain of 12-year Basic Education curriculum guidelines for teachers in technical senior high school had significant positive correlation.
