It focuses on campus crime prevention and explains the practice and challenge of current juvenile law. Based on this research purpose, it conducts research by qualitative methods, such as documentary analysis, compare study, etc., and cases study of restorative justice on school bullying. First, it collects theories and cases of juvenile delinquency, and reviews context of juvenile justice system and its recent development in America. Second, it compares Taiwan’s juvenile justice system with American practice, and induces the reforming trend of juvenile justice by school bullying case discussion. Finally, it provides conclusion and relative police suggestions. It concludes that, juvenile justice often fixes its stands between punishment and treatment in Taiwan. But, in case of tugging among community, victim, offender, and family, there are shortages in dealing with problems if we only take one side. In this viewpoint, the restorative justice, which becomes popular in American academic circles, provides us some new thinking on reforming juvenile justice system. It also concludes that, given the conditions of voluntary participation and compensation, although restorative justice can be practicability in school bullying, but it will work only if we improve communication and adjust attitude.
