Therefore, the study aims to discuss the factors that might influence nurses and administrators’ voice behavior. Specifically, this study explored what kind of human resource management might help to promote employees’ job embeddedness and increase their willingness to speak up and then provide suggestions for the hospital. Data were collected from 481 employees who worked as a nurse or administrator in the hospital through convenience sampling, and 348 valid questionnaries were returned. The valid return rate was 72.3%.The results showed that (1) high-commitment human resource management has significant influence on voice behavior, (2) high-commitment human resource management has significant influence on job embeddedness, (3) job embeddedness has significant influence on voice behavior , and (4) job embeddedness has a partial mediating effect on the relatioship between high-commitment human resource management and voice behavior.
