Tourism and leisure industry is one of the world largest industries. The Council for Cultural Affairs of Taiwan, upgraded to the Ministry of Culture, mentioned the concepts of “community reconstruction” in 1994. The purpose is to look forward to the active participation of local residents in local public affairs, gathering local consensus, so that community residents involved in planning community management creation comprehensively and holistically. This case study was based on Chiayi County, Dalin Town, Minghua community, exploring and researching the use of existing cultural resources and industry characteristics to create community tourism development.   The literature review was developed by summarizing the relevant literatures of cultural and creative industries and community tourism. Data collection was used interview and questionnaire. This research also adopted semi - structured interviews and document analysis. The important cadres and members of the Minghua Community Development Association was interviewed. The data from the respondents has been coding for analysis. After analysis and discussion, the conclusion was address: 1. To combine with the diversity of cultural industries, to beautify the home environment and to fight for rural recycling can promote community tourism development. 2. To make the use of social environmental resources and media marketing can make the development of community tourism successful and start the community's centripetal kinetic energy.
