The research aims at finding out the factors that influence the decision of Responsible BAS Personnel in choosing job openings of transfer. The research adopts Qualitative Research Method, including using Document Analysis and in-depth interview. It has interviewed BAS personnel of Department of Budget, Accounting and Statistics Kaohsiung City Government, including Responsible BAS Personnel, non- Responsible BAS Personnel and transfer agency in order to know the factors that influence the decision in choosing job openings of transfer. The result of the study is as follows: 1.In respect of personal reasons, the main factor that influences the decision of BAS Personnel in choosing job openings of transfer is commute distance. 2.In respect of Organizational internal factors the main factors that influence the decision of BAS Personnel in choosing job openings of transfer are leadership style of the Leadership, organizational culture and the job context. The suggestions of this study are as follows: 1.The competent authority for rotation should set up a fair and open system of mandatory rotation and hold public orientation, to achieve the purpose of making an announcement and declare determination. 2.BAS personnel should have the knowledge of the overall environment and the distribution of job vacancies of Kaohsiung. And BAS personnel should enhance their professional ability/competence and competitiveness to cope with various challenges. 3.Researchers in the future can analyze the influence that rotation of the BAS personnel has on the operation of the public sectors from the perspective of the head or personnel from other departments, to provide more advices to the competent authority for rotation and make the system more perfect. Questionnaires can be used in the studies to conduct researches both in quality and quantity, and make the result more complete and thorough. Lastly, the research has provided recommendations for the first-level BAS Agencies and BAS Personnel’s reference. Also, the recommendations can be a reference for future research.
