If an individual starts working at the age of 22 and retires at 58, there would still be 23 remains years post-retirement. Through the study of literature, this research first focuses on productive aging and the re-use of human resources in middle-aged retirees, and the result of the analysis of the literature testified that “working” is one of the best ways for seniors to live a better life, with dignity and life value, moreover, working is an important path to the development of life-long working. Therefore, the main focus of this research is to discuss about the intentions and motivations of middle-aged and senior public servant retirees to be reemployed in Nantou County, from the perspective of the reuse of human resource. We conducted a survey on “The willingness and motivations of middle-aged and senior civil servant retirees to be reemployed”, and focuses on public servants in Nantou County as our object of study. Out of the 400 surveys handed out, 350 surveys were valid and analyzed. After analysis and induction of the data, this research summed up ten conclusions as below: 1. Senior public servants in Nantou County are consisted of more female than male, and upon 68.8% of them are at ages ranging from 40 to 49. 2. Senior public servants in Nantou County have high education levels, upon 96% of them holding bachelor or master degree, and over half are economically abundant. 3. Out of the senior public servants in Nantou County, 40% is willing to be re-employed after retirement, upon 60% of them wants to choose jobs relevant to their interest and 20% wants to start up their own business. 4. “Wants to take a break”, “Health concerns”, “Wants to participate in volunteer services”, and “Family concerns” are the top reasons for not wanting to be re-employed post retirement. 5. Over 60% of the senior public servants in Nantou County propose that the pension reform affects their willingness to re-employ after retirement, with “economic concerns” being the main aspect effected, since they are concerned that the pension would be insufficient for a living. 6. Among the personal backgrounds of senior public servants in Nantou County, only gender and economic status shows high relevance with the willingness to be re-employed post retirement. 7. The motivation of senior public servants in Nantou County to re-employ post retirement is medium-high, with “self-achievement and self-expectation”, “fulfilling a dream” and “contributions and heritage” being the main motivations, and “social participations”, “economic safety” and “expectation from others” being the secondary motivations. 8. The relevance analysis between personal backgrounds of senior public servants in Nantou County and the motivation of re-employment post retirement shows the personal backgrounds have no significant correlation with the total score of the motivation. However, a detailed analysis indicates gender, economic status, vocation class, health status and estimated retirement age have significant correlation with the sub-level motivation of re-employment post retirement, especially “economic safety” motivation. As far as “economic safety” and “expectation from others” motivation are concerned, male have stronger intention than male to re-employ. In terms of “contributions and heritage” motivation, persons who are in good health have stronger intention than those who are not in good health to re-employ. With regard to “self-achievement and self-expectation” motivation, persons who are not in good health have the least intention to re-employ. 9. The relevance analysis between personal backgrounds of senior public servants in Nantou County and the effect of the pension reform on the willingness to re-employ post retirement shows only economic status is highly relevant factor, in which 77.3% of the people who are not economically abundant thinks that pension reform have an effect on the willingness to re-employ post retirement. 10.“The effect of the pension reform to the willingness to re-employ post retirement” compared to “the motivation to re–employ post retirement” shows a significant difference. Those who propose that the pension reform affects the re-employment post retirement have high motivations to re-employ after they retire, especially to those with high “social participation”, “economic safety” and “expectation from others” motivations. By the results of the survey, this research finally propose particular suggestions to government agencies, public servants and for future studies.
