So far, the number of volunteers has reached more than one million people, Volunteer service is getting important in the field of social welfare or public service matters. In this research, questionnaires are filled by the volunteers in the fire propaganda team of Nantou County Fire Department (written as propaganda team below). The theme is to investigate the relationship between volunteer service participating motivation, learning satisfaction and job involvement. A total of 421 questionnaires were issued, and 408 valid questionnaires were collected, analyzed by SPSS 22.0. The results of this study are as follows: (1)The volunteers in the fire-propaganda team middle-aged or elderly females, about 50 to 59 years old, not retired, highly educated, and in fair condition of health. (2)The propaganda team volunteers have high participation motivation. (3)The motive for participation is not influenced by the difference of retirement. (4)The job involvement is not influenced by the difference of retirement or education levels. (5)The propaganda team volunteers’ participating motivation promotes learning satisfaction and job involvement. (6)The propaganda team volunteers’ learning satisfaction promotes job involvement.
