Summary:碩士 === 國立屏東大學 === 教育行政研究所 === 106 ===   This study refers to the current job promotion system of government and academic theories as the study foundation in order to understand general promotion situation for public servant. The research object is public officer in administrator department in Pingtung, discussing the promotion preference for appointment or recommendation of officials. Next, study also analyses the promotion factors and causality. Finally, the research development and suggestion has been made.   The research foundation is via the collection of domestic and foreign literature review, quantitative data of research was collected from survey by 165 appointed or recommended public officials of the Pingtung County administrative agency as the research target, 147 quantitative data has been performed by SPSS of Windows 19.0, presenting a statistical conclusions.   The general conclusion as follows: 1. Public officials generally agree that they have the willingness to get job promotion. 2. About the factors of promotion, public officials more agree seniority and performance factors. 3. Male civil servants have a higher ambition to get job advance. 4. Male civil servants believe that emotional factors are the key factors for promotion. 5. Public officials of sale units believe that political factors are the key factors for promotion. 6. The public officials of the staff of the aides are considered to be the key factors for the promotion. 7. Public officials believe that emotional factors have the most influence on the promotion willingness.
