As firefighting’s effectiveness is already seriously weighted down by ever-increasing new responsibilities, to which situation is exacerbated by the fact that state finance dwindles to the extent that all firefighting units at county- and city-level are having chronicle troubles with shortage of firefighters, it is now a necessity to draw seemingly unlimited resources from public sector. If put to more effective use, volunteer firefighting squads can be very helpful in multiple-disaster and mass casualty situations. With more professional training, they can make quick remedy to shortage of firefighter, and, as long as our government’s regulation allow, they can be committed to the tasks of disaster first response, prevention, and rescue. By maximizing firefighting resource from the public, the public’s life and property safe can be guaranteed, thus public resources should be effectively absorbed into state-wide disaster rescue and prevention system. This Study first examines manpower and equipment status quo at the Keelung City Fire Department, uses literature study and statistical analysis to examine cause of fires, and promotes awareness of fire hazards, to effectively reduce fire accident ratio, commit volunteer firefighters as reinforcement as early as possible, and contain fire damage. Based on the status quo of collaboration among Keelung City Volunteer Firefighters, Women Against Fire, and Keelung City Fire Department,some objective recommendations are offered to the current organization, accident reporting system, and training situations, so that firefighters, volunteer firefighters, and public life and property can be better protected before and during fires, and public resource can be put to the best uses.
