Therefore, cruise logistics and supplying system are the core for the industry to be competitive. Though Taiwan has become the 2nd largest source of cruise tourist in Asia, the infrastructure, terminal facilities, and service institutes only provide vessel’s berthage and tourist handing at the cruise port. Such phenomenon won’t bring a long-term strategic benefits to the industry. Cruise Port is capable of meeting the ship's operational demand. To improve the overall business and industry, Taiwan has to invent and build the cruise logistics and supplying system to support the industry development trend. This research focuses on the developing strategies for cultivating cruise procurement and logistic supply at Keelung, the international cruise home port in Taiwan. Starting from reviewing literature that is related to cruise supply chain management and strategies of developing international cruise home port, this research is summaries data to develop aligned strategy and direction for port development. The strategy is firstly summarized and categorized into twelve criteria for three main clusters. The purpose is to provide a quantitative data and objective analysis, the questionnaires were collected by expert interviews and the survey was analyzed by Decision Making and Trial Evaluation Laboratory (DEMATEL) and Analytic Network Process (ANP). According to the analysis, the most outstanding criteria in turn are “Improving the cruise required facilities and transformation of the port”, “Negotiation for the Cross - strait itinerary between Taiwan and China” and “Providing preferential charge for cruise logistic service”.
