Empowerment Evaluation (hereinafter referred to as “EE”) features that the evaluator is to serve as a coach and facilitator assisting the participants in improving the mindset of decision making so further to establish the capabilities of hosting another evaluation. In other words, the participants then shall be able to implement an program evaluation by themselves. This research is to get access to the efficiency of utilizing EE to strengthen the physical fitness as well as the academic achievements of students in subject schools. The main purposes of this research are as follows: (1) To follow up with the subject schools on the consistency of conducting each stage of EE; (2) To evaluate the result of utilizing EE onto the subject school; (3) To identify the factors those have impacted the efficiency of EE in each case. The participants are grouped as an evaluation team by parents of 7th graders. The data are to be collected and analyzed individually by the following methods: observation, documentation analysis, questionnaires, mathematic cognition tests, physical fitness tests, and Computerize Attention Diagnostic Assessment. Regarding planning and implementing EE along with references of the given proper procedures, there are 4 stages in a cycle to conduct: Stage 1, Preparation; Stage 2, Missions; Stage 3, Taking stock; Stage 4, Planning for the future. The Evaluation is completed in 2 cycles. The significant findings from this research are as below: (1) Efficiency of the program: the target students’ physical fitness was visibly improved in general with slight enhanced concentration as well as mathematic cognition; thus, this program is supposed to increase the objects’ physical fitness, concentration and mathematic cognition; (2) Increse in participants’ capabilities: participants are capable of making decisions for the program, developing the social knowledge, upgrading the social autonomy and helping others establish the ability of evaluating to further accelerate group learning; (3) Analysis of the factors influencing EE: factors those could impact the efficiency of EE can be 3 segments, participants, evaluators, and the environment. To address in depth, those are respectively the degree of the participants’ aggressiveness, the background and the diversity of the participants in environmental wise, the hosts’ skills of leading the discussion, the transfiguration of evaluators, the arrangement of meetings and the features of the event location.
