Facing the fact of adolescents at puberty often involves in consensual sexual behaviors, the legislators passed the Penal Code Article 227-1 and the Penal Code Article 229-1 to regulate this type of behaviors, also known as ”the Law of Young and Innocent Sexual Offenders”. However, previous studies indicated that the investigation process on campus often does more damage to the adolescents than protections. This fieldwork for this study was in County T located in northern Taiwan. The present study conducted interviews with three adolescents who had experienced consensual sexual behavior with other minors, two parents, two school social workers, and two school counselors and attempted to understand their viewpoints on if the school-based investigation procedures have any effect on the stakeholders. The results showed that first, all interviewees but adolescents agree that the law has its good intention to prevent adolescents involvement in early consensual sexual behavior. To them, adolescents' early consensual sexual behavior might be casued by peer pressures, social media influence, open attitudes towards sex, and in-need for love. Second, the school-based investigation process did more harm than protection to the adolescents, for example, the intimidation of the formal meetings, the insufficient information provided to the adolescent and parents for the meeting, the uncertainty of the investigation results, the workload added to the teachers, school workers and counselors, lack of multi-agencies cooperation, ignorance of the gender issues. Tour recommendations are suggested (1) to implement compulsory parenting education prior to the meeting. (2) to strengthen adolescent self-responsible oriented sex education and attitude. (3) to make good use of internet media to convey adolescent sex education and enhance the understanding of love, sex and sexual behavior.
