Summary:碩士 === 國立臺北大學 === 不動產與城鄉環境學系 === 105 === This study combined Fuzzy Delphi Method (FDM) and SWOT analysis to identify planning strategy for the regeneration of shrinking city. A shrinking city means a city facing structural problems, such as population losses, economic recession, and decline of employment rate. These structural problems would lead to more social problems. Therefore, looking for the regeneration strategies for shrinking city becomes an urgent and important issue. However, there are too many factors from different levels and areas engaged to have a well-accepted indicator system for the evaluation of shrinking city and urban regeneration. First, this study used FDM to select relevant indicators and planning principles of shrinking city based on the opinions of experts. Second, the study used SWOT analysis to develop planning strategies for a case based on the identified indicators from FDM and its internal and external resources. The case used in this article is located in Nantou City, Taiwan and called Chung Hsing New Village. Last, the weighs of identified indicators were calculated through Analytical Hierarchy Process. The first priority of developed strategies is 【ST Development of research and innovation for south core】.The second one is 【 SO Development of culture, history and creative industry】and the third one is 【WO Build public housing for youth and poor people】. The last one is 【WT Build medical community】.
