In urban development, it is difficult to maintain the sustainable development of the city, if solely relying on land, labor, capital and management efficiency and other elements of the "traditional model". In the community , to promote the development, not dependent on the government policies, must follow the community needs and problems to create a local community characteristics. This study attempts to focus on the "scene" of the development of the city as the center of the "scene theory", from the three scenes of the cultural power scene in the the cultural facilities, diversity organizations and cultural practices, and the scene contains with Self-expression, extraordinary charm and fashion values, and lifestyle. That is to explore how to use cultural power to promote urban or community innovation and transformation. This study takes the Tianmu area of Taipei City as the research object, and explores how the development of Tianmun area in Taipei City promotes the regional development and transformation through the cultural drive through the depth of the interview. Finally, we try to use the results of this study to propose the cultural scene model of Tianmun area to stimulate consumption and encourage community residents to participate in the economic growth, community citizenship, population and community development.
