Description
Summary:碩士 === 東吳大學 === 法律學系 === 105 === In order to cope with the diversity of information in the internet era, the Government must have the relevant governing body and legislation. South Korea and Singapore have the relevant governing body and legislation to integrate information. However, Taiwan does not yet have the long-term plan for the infrastructure needed. Therefore, Taiwan has recently formulated the draft of “Information Basic Law” and the draft of “Information and Communication Security Management Law”, which are jointly proposed and discussed by the legislators. In view of the fact that Taiwan is currently promoting information legislation, this paper first conducts a comparative analysis of the information laws and regulations in various countries (US, China, Japan, Korea and Singapore). Secondly, this paper explores the draft of “Information Basic Law” and the draft of “Information and Communication Security Management Law” in Taiwan. Thirdly, this paper explores how we could improve the information technology education environment through analyzing school information technology education environment, information laws and regulations and other issues. Finally, the paper explores the impact and the benefits of information legislation to the education environment for the legislators’ reference. Therefore, this paper focuses only on the school information-related education legislation, laws or regulations. This paper explores the future information policy and regulations related to education, and puts forward some suggestions on how to provide information lawmakers with more in-depth attention and consideration related to education. It also enables the education community, through studying information regulations, to have better understanding of the importance of information and the purpose of information legislation. Hopefully this paper can help solve the information difficulties we’re facing today and implement better information legislation tomorrow. 【Key words】: Information Basic Law, Information and Communication Management Law, Information legislation, Information Technology Education
