The National Communications Commission has set out to close the cable TV analogue signal in 2017 to complete the digitization, as in the case of the wireless TV analogue signal closed on June 30, 2012, after which each TV must be installed with a digital set top box. Therefore, in the process of digitalization, the system industry is facing difficulties and shocks, the government's digital policy and related laws and regulations due to the time of the law, plus the industry and the user's cooperation, there are ways to solve. In addition to the competition in the face of the same industry, there are IPTV and OTT to grab the attention of the public, this study to secondary data analysis and in-depth interviews, to explore the digital television cable innovation services. Close analog signal to accelerate the digitalization of cable television, digital bandwidth increased after a large number of cable TV development and innovation services. Due to the group payment policy is still controversial, the industry wait and see so that the development of stagnation, and open cross-regional business into the new business to low-cost users, disrupt the development of cable television industry.
