Council for Economic Planning and Development in Legislative Yuan further estimates that the percentage may reach 14% in 2017, making Taiwan an aged society. The statistics of disabled population in 2015 from Ministry of Health and Welfare is around 760,000 people, and the number may soar up to 1.2 million people in 2031. For each Taiwanese citizen, the need for long-term care will be approximately 7.3 years. These suggest increased life expectancy rate and low mortality rate, leading heavier burdens for the labor force in Taiwan, and raising the necessity and issues concerning Taiwanese seniors’ needs for long-term care institutions and relevant treatment measures (Wu, 2015). While there is a need for health care, most Taiwanese citizens prefer long-term care institutions. According to the result from the survey for long-term care conducted by Ministry of Health and Welfare, 16.4% of Taiwanese seniors are in need of long-term care. The number of spots needed in a long-term care institution reaches 187,550. Long-term care institutions therefore grow rapidly. In 2014, there are 1,181 institutions, with around 70,668 spots (Ministry of Health and Welfare, 2015). However, the spots required for disabled population are still in demand. The increasing population in need of long-term care should be accommodated with more establishment of institutions. During the developmental process of concerning laws, adjustments and augmentations may be interlocking. Nevertheless, there is few literature on the process of establishing a long-term care institution. In light of this, this paper aims to guide future establishers interested in making more happen. This research investigate the process of establishing a long-term care institution in Taiwan, with SWOT analysis, marketing analysis, financial evaluation, building plan, equipment standard, interior design, and application for establishment. These are the guidelines for future setup. To establish a long-term care institution with around 100 wards, the priority is financing. In the first phase, whether the amount of funds may qualify for setting up a long-term care institution is the main concern. When there is not enough funding, one should find ways to increase capital to accommodate for emergencies. In addition, one should also be familiar with the application procedure. The incomplete, incorrect forms as well as the confusion of application process regulated by government may influence the opening of a long-term care institution, which further affects the operation of funds.
