碩士 === 東海大學 === 社會工作學系 === 105 === The People with Disabilities Rights Protection Act emended on July 7th, 2007, puts the service of employments for the disabled into the responsibility of the Ministry of Labor, and put the service of living supports and reconstruction into the responsibility of Social Affair Department. The change have insured that the disabled sheltered workshops is not in charge by both Ministry of Labor and Social Affair Department, but only the Ministry of Labor. Due to the disabled sheltered workshops' turning to be employment-oriented, it needs to be under the regulation of employment of Labor Standard Acts. The regulation cause many social welfare organizations which originally had set up the disabled sheltered workshops to close down due to the raise of personnel expenditure, eventually leading those disabled people who were working in the disabled sheltered workshops to lose their jobs. Because of the unemployment of these disabled people, the Ministry of the Interior started a trial program called The Small-scale Community Workshops for Disabled People in 2009 to 2010, so that the disabled people out of jobs have another choice of disabled daycare. The Small-scale Community Workshops for Disabled People has been issued and developed for some time since 2009. To clarify the positioning of Small-scale Community Workshops for Disabled People, , the thesis probes into its choices of concepts, choices of operation, and its organizational change by analyzing six small-scale community workshops for disabled people in Tainan and Kaohsiung city. The main discoveries of the thesis involve: 1. The small-scale community workshops for disabled people provides the disabled ones “who are unemployed but unnecessary to stay in day care” with a service system which actually conforms to the needs of disabled people. 2. The small-scale community workshops for disabled people puts emphasis on the needs of space usage and the interaction with the environment which the disabled are in. 3. Through the change from deviation of day care mode to being based on task training, the small-scale community workshops for disabled people has clearly established its positioning of service 4. Because of the instability of the source of funds, the organization has to strengthen the abilities to sell products and establish marketing channels Overall, the small-scale community workshops for disabled people has gradually established its day care service continuum since 2009. It precisely provides the service mode based on task-training, responds to the needs of service users and builds a thorough service system for disabled people.
