The empirical results show: (1) Residential care services and social work services significantly show different efficiency frontiers; therefore, it is necessary to individually estimate regression parameters. (2) The average technical efficiencies of residential care services and social work services are 0.699 and 0.606 respectively, showing the existence of 30% and 40% in their efficiency improvement space. (3) In terms of the operation scale and human structure, residential care services are significantly larger than social work services; in contrast, in term of the intangible asset, the latter is relatively higher than the former. (4) The five facets have different impacts on the direction and amplitude of technical inefficiency. The small and medium enterprises of residential care services (social work services) help improve (worsen) technical inefficiency; while the new ventures can significantly improve technical inefficiency of social work services, but worsen residential care services. (5) Most of the inefficient regression parameters are negative, showing that the five aspects help to enhance the operational efficiency of elderly care services in Taiwan. (6) Through deepening operational digitization, intangible asset and human structure can improve the care quality and operational efficiency of service side in the two industries, in order to enhance the performance of sustainable operation. (7) Overall, this paper fully demonstrates the importance of the five aspects to the sustainable operation of elderly care services in Taiwan.
