In this study, the questionnaire survey method was adopted. The “Questionnaire of Small School’s Transformation and Development of Elementary School in New Taipei City” made by the researcher was distributed to the current public elementary school teachers in New Taipei, with a total of 678 questionnaires and 569 valid samples. The data was processed by SPSS 20.0 for Windows and some statistical methods were used for further analysis, such as mean, standard deviation, t-test and one-way analysis of variance. Based on the research result, the conclusions are shown as follows: 1. The degree of cognition of the purpose of transformation for small schools of elementary school teachers in New Taipei is “mid-high” perception. Among all the items of this category, “students gain more abundant learning resources” was the highest while “reduce the burden of teachers” was the lowest. 2. The degree of cognition for the reason of transformation for small schools of elementary school teachers in New Taipei is "mid-high" perception. Among all the items of this category, the level of “education resources needing to be integrated and shared” was the highest while “few students in the class ” and “limiting students’ learning performance” was the lowest. 3. The degree of cognition for the purpose of transformation of small schools in different “school district” has significant differences for elementary school teachers in New Taipei. 4. The degree of cognition for the reason of transformation of small schools in different “school size” and “school district” has significant differences for elementary school teachers in New Taipei. 5. There is a higher proportion for elementary school teachers in New Taipei to select “featured school” of feasible strategies for the development of small schools. 6. There is a higher proportion for elementary school teachers in New Taipei to select “communicate with parents and community residents and seek a consensus” of supplementary measures for the development of small schools. According to the research findings, some suggestions are proposed for the educational administrative authorities, schools and future research as well.
