Because of the rapid changes in business requirements, the self-service business intelligence system have to quickly adapt with diverse data from different sources; thus, the agile development methods can provide great improvement. Building a business intelligence system requires data warehouse to handle different sources of data, but users of self-service business intelligence systems must integrate their own data by themselves, so the users need a different from development method of the previous business intelligence system. This paper develop a system design methodology; neither like prior methods have to implement data warehouses in advance with long time and huge money, our methodology let IT departments and business units cooperate to develop self-service business intelligence system, and reducing the difficulty in data integration. This method includes four steps: (a) the definitions of business requirements; (b) obtain and integrate relevant data; (c) prototype design charts; (d) publish and feedback; after the last step of the publish and feedback, it will return to the first step, in accordance with user feedback and modify prototype. The method combines a way to determine the demand feasibility, scenario, database reverse engineering and the table of choosing chart decisions. This study applied the development method of self-service business intelligence system with the public sector as case study to explore related issues, consider how to solve them, and revise the development method. After the case study, the system development team used this method to complete development of self-service business intelligence system in six months, successfully completing four Sprints, getting through the continuously recursive developing system can quickly understand users' needs and when the gap of defined business needs was found between the user and the developer, step of publish and feedback can correct it. The contribution of this paper includes six points: (a) self-service business intelligence system development method; (b) database reverse engineering; (c) user's lack of professional knowledge; (d) The use of Product backlog and Product Increment; (e) product review meeting; (f) clarify the role of definition.
