The causes of the construction accidents mainly include man-made unsafe behavior, unsafe state of machine and environment, little consideration of psychological insecurity, so the important factor of Safety Climate has been highly concerned. This study aimed to discuss the impact of Safety Climate and Safety Behavior on Safety Performance. 61 questions had been proposed through literature review, expert interview, questionnaire investigation and other methods, which included Safety Climate (including Safety Awareness, Safety Supervision, Safety Training, Safety Communication, Safety Rules, Safety Procedures and Safety Commitments), Safety Behavior (including Safety Participation and Safety Compliance), Safety Performance(including Safety Management, Safety Equipment, Safety Training, Safe Operation) and so on. It's through the project analysis, exploratory factor analysis and the reliability and effective letter were confirmed by reliability and validity analysis that obtain the three dimension and 22 factors. Finally, the relationship between the factors was verified by structural equation model (SEM). According to the weight of the questionnaire, most people pay attention to "the most important consideration when I am at work", "I understand the safety rules of my work" and "I will maintain the safety of the work environment", showing that the promotion of staff the "Safety Awareness", "Safety Rules" and "Safety Environment" are the first priorities. The Analysis of Variance (ANOVA) has a significant difference in educational level that the institute is greater than the university degree and the following education, showing that the higher the year of education, the higher the importance of the concept of security; From the Structural Equation Model, the safety Climate has a significant positive impact on personal Safety Performance, while Safety Behavior has an intermediary factor role. Hence enhancing the Safety Climate can improve the unsafe behavior of employees. In addition, the safety factors for Safety Performance and Safety Behavior of the path coefficients were 0.21 and 0.66. Both showing a significant positive impact indicates that the Safety Environment in Taiwan's construction industry can be regarded as the leading indicator of Safety Performance.
