The content of the amendment involves a wide range of issues such as working hours, overtime pay, and leave. After “one fixed day off and one flexible rest day” policy the first revision in 2016, implement Less than 1 year, Challenged by public opinion. Employers require that the law should be flexible. Some workers are opposed to the deletion of the 7 national holiday. Under the pressure of both employers and employees and society, the second revision of the law was passed on January 10, 2018. The content of the amendments relaxes the restrictions on working hours and vacation arrangements. The second revision was criticized by labor groups, they believe that over-training of employers, caused social discussion again. Therefore, this study is focus on the issue related to the “one fixed day off and one flexible rest day” policy. Through the policy argumentation framework of Dunn, the main arguments in “one fixed day off and one flexible rest day” policy will be analyzed by policy argumentation. Collecting the “one fixed day off and one flexible rest day” of media reports and in-depth interviews, understand the views and suggestions of the policy stakeholders. We analyzed arguments for support and opposition to the controversy by policy argument analysis, the research findings and argumentation results of the “one fixed day off and one flexible rest day” policy are proposed finally. Then we provided policy recommendations for the revision of relevant issues in the future.
