Due to a change in the company’s policy, the logistics department no longer requires that distributors use the services of the logistics department. Instead, the managers decided to adopt a profit orientation management system in which the distributors can decide what action to take based on market mechanisms. This change has caused a big loss in the volume of logistics services and revenue. The sharp drop in revenue may even mean the end of logistics. To avoid this embarrassing result, the logistics department has had to transform itself into a third-party system and seek out opportunities for outsourcing and new clients to increase the logistics distribution volume and revenue. For the logistics department, their entire way of thinking and operating has changed since they are now a third-party logistics system. To be successful as a third-party logistics system, the mangers (policy makers) need to know the requirement of their clients and to study the key factors that would cause their client’s to choose a third party logistics program. This study has established a research framework based on the points of view of experts from industry and academia. Moreover, we adapted AHP (Analytic Hierarchy Process) to design a questionnaire. We sent out 29 questionnaires, out of which 25 were returned successfully and the other 4 could not be used. The effective ratio of this questionnaire is 86%. We used Expert Choice 11 to analyze these questions and problems to come up with a table called “Numerical Weight of Key factors when Clients Choose Their Third party logistics” According to the analytical and research result, we found the top 5 key factors from the secondary framework. These are 1. lower the logistics cost, 2. lower the risks of business operations, 3. on-time delivery, 4. lower the cost of delivery, and 5.correct tally rate. 1, 2 and 4 belong to the cost framework. 3 and 5 belong to the management framework. From the results, we know that when clients choose their third party logistics system, they focus on cost more than management. Therefore, we suggest that logistic departments will probably be happiest with the results they will get from transforming themselves into a third party logistics system based on these factors.
