Writing is applied to reach the purpose of communication and of transmitting thoughts. Elementary school is the most impotant period to nurture language abilities. The importance of writing ability can be found in the Grade1-9 curriculum as well as 12-year Basic Education that both of them value the writing skills. In 2007, Junior High School Basic Academic Competence Test officially collects Composition Scores. Althought Comprehensive Assessment Program for Junior High School Student replaced the test.Composition/writing test is still one of important test item. Therefore Composition teaching in elementary school is emphasised again. This study is to develop the indicators of teaching efficiency in elementary school composition teaching. Researcher generalized four evaluation dimensions which are “attitude of composition instruction”, “preparation of composition instruction”, “courses of composition instruction” and “assessment of composition” through literature review and expert interview method. Meanwhile, this study found 16 evaluation indicators which are “teacher’s positive attitude”, “appreciation of children’s creation and excitation of students’ interesting”, “step by step teaching according to students’ development”,、“encourage students to read and accumulate writing materials”, “focus on gathering life experience and to foster observing force”, “focus on gathering life experience and to foster observing force”, “skill of composition proposition and enrich students writing aspects”, “complete teaching planning”, “instruction of writing procedure”, “good at multiple teaching method and instruction of writing skill”, “styles of composition and instruction of chapter structure”, “instruction of composition”, “correcting composition as well as keep students’ original creation”, “using notes both in the margin and the end, equal stress on praise and suggestion”, “explain the correcting samples and guide students correct by themselves”, “appreciate individual and provide individual counseling”. Finally, we collect the weights of dimensions and indicators by using FAHP. This study found that “preparation of composition instruction” were collected the highest weights of 44.38%. Therefore, the most valuable part is preparation of instruction in elementary school composition teaching. The most important indicator of 16 evaluation indicators is “focus on gathering life experience and to foster observing force” because of it collected the weights of 15.33%. Second one is “foster students’ mind thinking and express the emotion” for its weights of 11.28%. The weights of 10.73% is the third indicator of “encourage students to read and accumulate writing materials”.
