Moreover, it allowed the introduction of Vietnam foreign workers in 1999. The introduction of foreign workers seems reduce the deficiency problem of factory and home care manpower, but the massive introduction of different nationalities foreign workers also created some complex problems of accommodating to the new surroundings. There are 670,000 foreign workers in Taiwan at this time. It shows that the concerned issues related to foreign workers are mainly focused on society and economy problems by reviewing the past researches or essays about foreign workers. With the massive introduction of foreign workers, it also causes some escape problems because of government’s policies and regulations, employer management methods, different culture, even the working habits, lifestyle, etc. Most of the foreign workers are blue-collar workers. Foreign workers often conflict with Taiwanese people by reason of the poor communication. Furthermore, through the bringing in by employment services institution, working overtime, low-paid salary, labor exploit cause the motivation for escaping of foreign workers. Once the escape problem happened, it would also cause some new social problems in our nation, such as excluding the employment opportunity of Taiwanese people, damaging domestic public security. It is an important topic to clarify and analyze the escape reason of foreign workers. This study uses Delphi method as the research method which is a systematic, interactive forecasting method which relies on a panel of experts. It is also a succession of associated questionnaire that consults with the experts’ opinions related to the study. The experts answer questionnaires in numerous rounds. After surveying and analyzing the results, the results and the new questionnaire will be given to each expert as the opinion reference for revising their earlier answers or opinions. This procedure will be repeatedly run until the differences between each expert reduce to the minimum. It will conduct three rounds of questionnaires. It is realized that the escape reason of foreign workers can be the policy to prevent the bad situation from happening. The last study results will facilitate both the government or employers to understand the escape reasons of foreign workers. By means of the questionnaire result can help both the government or employers improve some measures to prevent foreign workers from escaping. Meanwhile, we expect that our government can amend regulations from the legal system root. In addition, employers examine and improve from the workplace and spirit aspect for the purpose of reducing the incentive or motivation of foreign workers from escaping.
