This decreased progressively the sell price income of the national non-public land since 2010. Therefore, the government started to transform the operation of the national non-public land management. In recent years, the national land and folk have developed together by the active development ways, such as calling for tenders to set the surface rights, participating in the urban renewal, combining the industry competent authority to develop together. In order to increase the income of national treasury, Executive Yuan quickly accomplished cooperation cases by inviting local government and the industry competent authority to have a panel discussion, visiting the chief of the local government, making the business promotional materials. This research divided the policy of “Successful Factors of Collaborative Development of Public land” into three aspects which were national land administration, cooperating agency and manufacturer. By means of Modified Delphi method of experts questionnaires, the study evaluated whether these policies were contributed to the successful factors of collaborative development of public land or not, and provides the government departments an appraisal reference for national land development. In the first-round questionnaire result of the study, there were 59 policies in three aspects which were national land administration, cooperating agency, and manufacturer. 26 of them reached a consensus, but 33 of them didn’t. Therefore, experts advised to add 2 policies. As to the second-round questionnaire, it presented the first result, so experts reassessed the first response or replied new questions according to combine all the opinions. In the second-round questionnaire result, there were 35 policies. 11 of them reached a consensus, but 24 of them didn’t. Therefore, experts advised to add a policy. As to the third-round questionnaire, it reorganized the policies that didn’t reach a consensus in the second questionnaire and the additional policy. In the third-round questionnaire result, there were 25 policies. 10 of them reached a consensus, but 15 of them didn’t. This study takes the development case of Taichung Software Park for an example to simulate the operational process. It is to verify the successful factors of collaborative development of public land. It is mainly that the legal system should be more specific and active to give guidance in encountering difficult cases. Customization services of privileged reward measure can successfully attract manufacturers to develop, such as providing relative assistance, holding a panel discussion of business promotion, convenient transports and plentiful research resources, establishing a complete infrastructure and function, the government gives a guidance to assist the talented-needed of enterprise training, offering the local industry to innovate the research and promote the promote the project, loan promotion, land rent, management fee, etc. It can be the reference for the government to plan the management punishment of national land or improvement and utilization.
