When those families face after-school children care, most of the time, they can’t take care of the children very well. As a result, those families rely on the child-care conducted by elementary schools to support parents. This case study will discuss in detail how the after-school child care operate in an individual elementary school under two systems of outsourcing and conducted by school. As for the administration, the equipment and the environment, teaching resources, management, salary and the teachers’ mentality, and the significance of after-school child care and counselling, the case study will also probe one by one so that the advantages and the disadvantages of after-school child care operated under the new system will be understood. Literature Review and semi-structured in-depth interview are the research methods used to investigate, and the study presents conclusion as follows : 1. Outsourcing doesn’t bring the expected effect into full play. 2. The equipment is suitable for children; especially the spacious campus win the favor of the students and the parents most. 3. The teachers and the curriculum are multivariant and the arrangement meets the need of students as much as possible. 4. The tuition has been hiked so that the members of the after-school child care also have changed. 5. The excessive number of the students in an after-school child care class makes the teachers of after-school child care class overload. 6. The outsourcing institution assigns the same teacher to teach the after-school child card class and the way is helpful for both students and the teacher to adapt each other. 7. The salary is paid on time, and this substantially improves the delay payday in the period of after-school conducted by school. 8. After-school child emphasize both homework and manner. At last, these suggestions are recommended for the case study school 1. the school could hire experienced assistant both good at teaching and administration and after-school child care teachers. 2. To concern the special students, if necessary, the special class could be offered. 3. Parents’ Association is the assistance school can look for to pay the salary on time and help the subsidy of the disadvantaged students. 4. Add more after-school child care classes on Wednesday and Friday.
