Human rights awareness, the concept of the rule of law, and multicultural values have also been valued. The government tries to implement public opinion politics and the spirit of sovereignty in the people. We are looking forward to establish a modern country that is equal, free, democratic and conforms the rule of law. However, most people still lack adequate care and participation in public affairs, public morality, and public welfare, leading to much criminal behavior in the society. Therefore, how to raise ethical morality, improve social culture, and create a good citizen in the modern world by cultivating citizenship has become a topic of concern in recent years. In view of this, this study focuses on the theory and structure of System Dynamics, supplemented by the Literature Review and Secondary Research to explore the relevant factors affecting citizenship as a reference for the future education policy of the government. According to the literature, the factors affecting citizenship are divided into three dimensions, including the level of civic knowledge, the level of civic participation and the level of civic attitude. According to a causal loop diagram of these three dimensions construct a system dynamic model. This study finds that the three dimensions of civic knowledge, civic participation, and civic attitude are all positive feedback for citizenship. The important driving factors affecting citizenship are: the government’s emphasis on civic education, the support of schools for civic education, the people’s emphasis on civic education, the efficiency of the government’s governance, the completeness of the law, empathy, the emphasis on human rights, sustainable development of environmental protection concepts. Therefore, in order to effectively improve citizenship, this study suggests that the following strategies can be adopted as effective policy entering points: First, to increase the government’s emphasis on civic education. Second, to reinforce the support of schools for civic education. Third, to raise the people’s emphasis on civic education. Fourth, to enhance the efficiency of the government’s governance. Fifth, to improve the completeness of the law. Sixth, to cultivate empathy. Seventh, to enhance the emphasis on human rights.
