In order to resolve the problem, The Council of Labor Affairs of Executive Yuan declared the “Execution plan of fourteen important project for human requirement” in 1990. Then, they agreed to employ the migrant workers on February 1991. After that, the government allows private enterprises to apply that on October 1991. The way of those migrant workers enable to enter our country is through specific agency. The agency plays an important role for the employer to manage them. Nowadays, there are some countries legally usher in migrant workers to Taiwan, such as Thai, Filipino, Indonesian, Malaysian people, Vietnamese and Mongol. The migrant workers has been ushered for twenty years. Although they solve the shortage problem, they also cause some common remonstration issue owing to self-cultivation, different culture, custom, racial discrimination, dispute of the labor and capital and the out of control of public security. It also causes many social problems. If those questions are related to the management will be drown in the following paragraphs. The management of migrant workers has been chosen as a core study in this thesis. For instance, burglar, sexual assault and massacre animal. Through collecting interrelated documents, resources to establish questions by design thinking and gather by investigating to establish the problems of management. Finally, motivating the innovative and effective management in the solution with brainstorming of design thinking. To provide an operation reference to employer. After the research and base on some analysis, some conclusion have derived as below, Mental hygiene., Distribute advertising manual., Using translator., Instruct recruiters., Make up drill booklet., Shift system., Install surveillance system., Set up bonus institution., Premium of tenure., Communicate with pictures., Scheme of reward and penalty., Orientation., Propagation films., Urine Examination by according to the situation., The rules between company and agency. and Understand the reason and background why they come to work in Taiwan. and so on. In order to enhance the management issue. On the other hand, it also improve the stability of job and strain the personal quality as the recommendation of supervisor and reduce them to escape. Promoting the omnifarious profits over government, enterprise, employer, migrant workers and native labors.
