A Comparative Study of the Tourist Police System between Mainland China and South Korea: with the Feasibility of Constructing the Tourist Police System in Taiwan

Therefore, since 1991, the United Nations World Tourism Organization (UNWTO) has announced the need to adopt tourism-based crime policies. The purpose of this study is to compare with the tourist police system of mainland China and South Korea, through literature review and interview. This study provides an in-depth understanding of the tourist police system in mainland China and South Korea, and also explores the nominal tourist police in Taiwan to advise on the possibility of transforming from foreign affairs police to tourist police. The results of this study found that both mainland China and South Korea have set up tourist police independently. In mainland China, the uniforms they have are same as the regular police. In South Korea, they have exclusive uniforms and specific armbands for tourist police. Both mainland China and South Korea have established the tourist report hotlines; however, only mainland China has set up a one-stop service, as well as the law enforcement mode of plainclothes unannounced visits. Mainland China emphasizes the police officers with experience of investigation, while South Korea emphasizes talents with excellent foreign language skills. The education and training of both countries are related to the legal and tourism knowledge. As a result, this study suggests that our country should establish a formal tourist police, and include the authority of tourist police in the tourism regulations. Among them, the recruitment of personnel should be transferred from the foreign affairs police first, and then select the alternative military serviceman to assist tourist police patrol as mentioned in the model of mainland China and South Korea. In order to accord with the demand of tourist police in Taiwan, we should establish tourist police in Taipei and Pingtung first. However, it is necessary to take into account the balance between law enforcement and service for people in the process of duty, in order to effectively improve the image of the police and make a worldwide reputation as well.
