After the pre-test questionnaire and the analysis of the factors, the following four factors were summarized namely (1) High-level executive management mode (2) Quality education training (3) Quality management decisions (4) Quality management inputs resources (5) The strategy of communication management. After identifying these quality management factors, the formal survey questionnaire was conducted to investigate the extent of implementation.
