The high-rise pear agricultural insurance has limited effectiveness. It has been trialed for more than three years and has accumulated certain experience and thus should be re-examined in order tp increase insurance coverage, and stabilize the income of farmers. Ac-cording to the experience of various countries, reducing the operating ex-penses of underwriting companies through the assistance of the govern-ment with technical, professional manpower training and partial funding subsidies, and reflecting them in premiums and claims ratios, will be an important key to the continued success of agricultural insurance. This study used qualitative research to design interviews for dif-ferent aspects of insurance demand and supply side, and conducted indi-vidual interviews. After obtaining preliminary interview data, it was col-lated and analyzed to achieve the research on purchasing willingness of high-pear agricultural insurance. The study found that whether the government promotes natural disaster relief or agricultural insurance, it has a significant positive impact on farmers. To avoid information asymmetry, relevant units should ac-tively promote disaster prevention education, strengthen policy advocacy, and promote agricultural insurance policies. For insurance companies, the premium payment mechanism is changed, and the damage mechanism should be immediately and narrowly reduced to meet the needs of the rap-id recovery.
