Tools such as needs assessment, documentation, and management requirements will be used to assist in identifying needs and propose proposals, and then to evaluate each solution to meet key concerns that also help select the most feasible and optimal promotion program to ensure the success of the project, so that the project can meet the deadline, quality, budget, and less sequelae. The provincial road curves in the mountainous areas cannot meet the requirements of the latest standards had become a major concern for traffic safety. In order to meet the basic requirements of the public road design specifications, it is necessary to conduct the road curve improvement work. The proposed plan is carried on after the completion of traditional feasibility assessment work, however, the project often encounters environmental protection organizations, interest groups, local residents, and other factors, which cannot be smoothly executed. In practice, the related issues are difficult to effectively solve by the traditional feasibility assessment work. The proposed countermeasures must be evaluate after communication in order to have smooth project progression. The case study uses “A Case Study on Provincial highway No.3 Yun-Mi Preparation Road” as example, apply commercial analysis methods during the feasibility assessment period to recognize the needs of key stakeholders. In the process, in-depth interviews with experts and scholars are conducted to ensure the feasibility of business analysis techniques. The study is to establish example and process model of road curve improvement using business analysis techniques for future road curve improvement studies.
