Therefore, countries around the world have actively conducted marine debris source surveys and established relevant monitoring plans, management strategies and systems to minimize the marine debris damage. There are all kinds of garbage drifting in the ocean. It not only pollutes ecosystems, but also poses a serious threat to all living things in the ocean. If we ignore these pollutants, marine life will eat this garbage and eventually transfer to our food. Hence government should disseminate on marine environmental education, strengthen public awareness, constantly promote Bringing Your Own Shopping Bags and encourage re-use, etc., to achieve the goal of plastic restrictions. We must take practical actions to restore the ocean to its original beauty and make the earth sustainable. This study is based on the domestic general public, maritime navigation workers and recreational staff, tourists and students on the beach. Firstly, It begins by reviewing the literature on marine debris perception and related issues,and then goes on to the factors extracted from above, such as marine debris perception, the attitude towards plastic restrictions and the intention to restrict plastic waste, Next this study establishes a research structure, and then designs questionnaires for distribution. Last, it analyzes them with SPSS software. The results of the study show that: First, Marine debris perception has a significant impact on the people's attitude towards plastic restrictions. Second, Marine debris perception has a significant impact on the people's intention to restrict plastic waste. Third, the"restricted attitude" has a significant impact on the people's "restricted intention. In addition to the empirical results, recommendations are made to provide government agencies as a reference for future management.
